No. Clips are cut with a stream copy, so a clip is bit-for-bit the same picture as the stretch of source it came from. Re-encoding would cost quality and, measured against a real file, was slower too.
It reads the transcript for stretches that hold up on their own — a complete point with something at the front worth stopping for. Fixed-length slicing is what produces clips that start mid-sentence.
